H.E Dr. Chea Serey, Governor of the National Bank of Cambodia, was invited to be a panelist at the discussion on the theme “Inclusive Finance and the Financing Development of Small and Medium-sized Enterprises” during the PBCSF Global Finance Forum, co-organized by the Alliance for Financial Inclusion (AFI) and Tsinghua University, on May 19, 2026, in Chengdu, People’s Republic of China.


The discussion was also attended by other distinguished experts, including Mr. Alfred Hannig, Chief Executive Officer of the AFI; Mr. Bei Duoguang, Director of the China Institute for Inclusive Finance at Renmin University; and Mr. MA Honglin, General Manager of Chengdu Jiaozi Financial Holding Group Co., Ltd.

In her remarks, H.E. Governor highlighted the importance of micro, small, and medium enterprises (MSMEs) in driving economic growth, and shared Cambodia’s experience in promoting financial inclusion, as well as financial support for the development of MSMEs. Additionally, H.E. also outlined the efforts of the National Bank of Cambodia in advancing digital financial innovation, developing financial infrastructure, and implementing various policy measures aimed at expanding and enhancing access to financial services for MSMEs. Furthermore, H.E. underscored the critical role of the Bakong payment system in fostering financial inclusion, improving operational efficiency, and creating new opportunities for MSMEs to participate more actively in economic development.

The panelists also discussed the key challenges developing countries are facing in advancing financial inclusion, exchanged perspectives on potential solutions, and called for closer cooperation among financial institutions, policymakers, and development partners.
